STEERING THE COURSE

It’s our pleasure to share this report of our activities at the Maine Center for Coastal Fisheries for 2021. Despite all the challenges we and our communities have faced, it was a jam packed and productive year. Thanks to our dedicated staff, our volunteer Board members, the many partners, donors, and supporters, we remain a highly relevant organization serving the fishing communities of Downeast Maine. This annual report is being produced in both print and video and we thank you for taking the time to read or watch them to learn about our work.

The plethora of challenges the fishing communities face makes our work complicated and our stories complex.

Hi there, this is Paul Anderson, Executive Director for the Maine Center for Coastal Fisheries. You know there’s a timeless beauty in the combination of colors, textures, and sounds and smells of Maine’s coastal fishing communities. Majestic spruce trees lining craggy coves with rocky bluffs, melting into broad mud flats and harbors dotted with boats and fishing gear. This combination of nature’s beauty and hardworking communities make it all the more special. But this image seems more durable than it really is. It’ll take vigilance, creativity, and hard work to maintain the qualities of this place. The mission of the Maine Center for Coastal Fisheries is to sustain commercial fishing and the communities that depend on the seafood economy. We take great pride in our work to help Maine’s coastal communities to balance conservation sustainability and prosperity. At MCCF, we co-mingle local knowledge with traditional science to inform a collaborative approach to fisheries management that will result in better solutions. We forge partnerships between the public and private sectors that are critical to developing shared goals for economic and environmental sustainability. In our region through our programs we observe, analyze, and understand the changes that are happening around us to help our partners and constituents to be effectively engaged to achieve this shared mission. COLLABORATIVE MANAGEMENT

“Collaborative management only works when you’ve got all the different parties working together. This work in the Bagaduce watershed is really an example of unlikely partners working together – nonprofits, communities, fishermen, scientists, managers – toward a common goal to restore an entire watershed. And it can be an example for other watersheds in Maine and beyond.”

MCCF collaborated with Manomet to lead several River Herring Network meetings and focused on formalizing the network itself, deployment of a collaborative research project collecting river temperature data from several fisheries along the coast. This also included the development of a web portal that connects managers, researchers, fishermen and other stakeholders in monitoring, management and research of river herring.

Full restoration of historic passage to river herring into the Bagaduce River has been completed. This collaborative work with the towns of Penobscot, Brooksville, Sedgwick and the Maine Coast Heritage Trust represents the first full restoration for fish passage of an entire watershed in the state of Maine.

COLLABORATIVE EDUCATION 

“2021 was a year of regrowth and reestablishing our relationships with schools after the COVID shutdowns. With that, we’ve had five schools that have been back in force with full programs this year, working on a variety of things from grappling safety and techniques to continuing safety training in the fishing industry. And of course we have our star of the show Captain Leroy Weed at the helm in Discovery Wharf. If you’ve never visited, you owe it to yourself to come see what we have in store for you.”

34 students participated in the Eastern Maine Skippers Program in 2021 from:

Vinalhaven School

We trained 17 EMSP students and 4 fishermen in the United States Coast Guard approved Fishing Vessel Drill Conductor Certification.
Participating EMSP students focused on a variety of topics for their annual projects including boat maintenance, seamanship skills, marine ecology and sea farming of shellfish.

COLLABORATIVE RESEARCH

“Fishermen spend more time than anybody on the ocean. They’re paying attention to things like the water temperature, the weather, where they have their gear, what species they’re seeing showing up, what species they’re seeing leaving a given area. They’re analyzing that information in their heads and using it to adapt their business plans. Collaborative research has to be exactly that nimble – that’s how we can be the most effective.”

Outcomes:
– Age analysis determined that no cod caught in the past 7 years was older than 3.5 years.
– Cod diet studies of stomachs and muscle tissue show that cod in the nearshore eastern Gulf of Maine are not preying on fish.
– The Survey’s inshore jig component is under review by the Northeast Fisheries Science Center for inclusion in the eastern Gulf of Maine cod stock abundance as an indicator of juvenile population abundance to complement federal and state trawl surveys.

ECOSYSTEM-BASED FISHERIES MANAGEMENT

“2021 was a big year for complex challenges in the Gulf of Maine. With offshore wind development, northern right whale regulations, and early signals of a decreasing lobster population at the fore of many conversations overheard in Washington DC, Augusta, and the docks peppering the Maine coast it is apparent that an ecosystem approach to marine resource management is critical toward achieving balance for coastal communities and sustainable coexistence.”

Related Projects Include:

Developing Indicators of Social Resilience in Maine’s lobster fishery and coastal communities in partnership with the University of Maine, Maine Department of Marine Resources, and Maine Lobstermen’s Association.
Ecosystem monitoring after dam removal in the St. Croix estuary in partnership with the Passamaquoddy Environmental Departments and NERACOOS.
Real-time reflection and response to right whale regulations and presentation of ropeless fishing gear technologies in partnership with the Town of Stonington, Northeast Fisheries Science Center, Atlantic States Marine Fisheries Commission, and Deer Isle-Stonington lobstermen.
